The overall program goal is to establish the conditions for dealing with the past in Serbia and the broader region in order to restore the rule of law and prevent future conflict. To this end, the Humanitarian Law Center researches and documents war crimes and other human rights abuses stemming from the regime of Slobodan Milosevic in Serbia and the violent conflicts in the former Yugoslavia during the 1990s. During the grant period, the grantee will continue to focus on truth-telling and truth-seeking activities, with a focus on victims and their rights and including calling for the establishment of a regional victims' commission. The grantee will also increase its formal and informal educational activities, drawing on the extensive archive and documentation it has collected during the past 20 years. During the past two years, the grantee completed the process of documenting the names of more than 13,000 killed and missing persons in Kosovo and published and promoted a book containing data on human losses in Kosovo in 1998. The grantee also led an initiative that gathered more than 500,000 signatures throughout the former Yugoslavia in support of a regional victims' commission. The grantee is based in Belgrade, Serbia.
