ourFounderItseemstomethateverypersonalwaysisinakindofinformalpartnershipwithhiscommunity.Hisownsuccessisdependenttoalargedegreeonthatcommunityandthecommunityafterallisthesumtotaloftheindividualswhomakeitup.Teinstitutionsofacommunityinturnarethemeansbywhichthoseindividualsexpresstheirfaiththeiridealsandtheirconcernforfellowmen.SobroadandsodeeparetheobjectivesoftheMottFoundationthattheytouchalmosteveryaspectoflivingincreasingthecapacityforaccomplishmenttheappreciationofvaluesandtheunderstandingoftheforcesthatmakeuptheworldwelivein.InthissenseitmaytrulybecalledaFoundationforLivingwiththeultimateaimofdevelopinggreaterunderstandingamongmen.Werecognizethatourobligationtofellowmendoesnotstopattheboundariesofthecommunity.Inanevenlargersenseeverymanisinpartnershipwiththerestofthehumanraceintheeternalconquestwhichwecallcivilization.CharlesStewartMott1875-1973whoestablishedthisFoundationin1926wasdeeplyconcernedromhisearliestyearsinFlintMichiganwiththewelareohisadoptedcommunity.SoonaterhehadbecomeoneothecitysleadingindustrialiststhisGeneralMotorspioneeroundapracticalandsuccessulwaytoexpresshisinterest.Heservedthreetermsasmayorin19121913and1918duringaperiodwhentheswitlygrowingcitywasbesetwithproblemswith40000peoplesharingacilitiesadequateoronly10000.AsaprivatecitizenhestartedamedicalanddentalclinicorchildrenandhelpedestablishtheYMCAandtheBoyScoutsalongwiththeWhaleyChildrensCenterinFlint.NineyearsatertheFoundationwasincorporatedorphilanthropiccharitableandeducationalpurposesitbecameamajoractorinthelieoFlintthroughorganizedschoolgroundrecreationalactivitieswhichdevelopedintothenationwidecommunityschooleducationprogram.FromthisstarttheFoundationsmajorconcernhasbeenthewell-beingothecommunityincludingtheindividualtheamilytheneighborhoodandthesystemsogovernment.ThisinteresthascontinuedtofndexpressioninFlintandalsohastakentheFoundationarbeyonditshomecity.everymanisinpartnershipwiththerestofthehumanraceintheeternalconquestwhichwecallcivilization.22011AnnuAlRePoRT

4mericansdisagreeonmanyissuestodaybutIsuspectthereiswidespreadagreementaboutonethingOurcurrentK-12educationsystemisfailingbothstudentsandsocietyandreformiscriticallyneeded.Theresplentyofdebatetooabouthowweshouldredesignthesystemtobetterprepareyoungpeopleforjobsinamoresophisticatedtechnologicalageandforlifeinafast-pacedcomplexworld.Discussionsaboutcorrectivestepsproduceawiderangeofideasandoptionsbutnosinglesolution.Stillthereisaclearsenseofurgencyabouttheneedtoactsoonerratherthanlater.AmongthosetosoundawarningmostrecentlyaboutthedangersofdelayareThomasL.FriedmanandMichaelMandelbaumintheirnewbookThatUsedtoBeUsHowAmericaFellBehindintheWorldItInventedandHowWeCanComeBackwhichIaskedmystafftoreadearlierthisyear.InconsiderabledetailtheydescribehowAmericaislosingitscompetitivenessandhowimportantitistoinvestineducationamongotherthingsifwehopetorealizethefullpotentialoftheAmericanpeopleinthecomingdecadestogeneratetheresourcestosustainourprosperityandtoremainthegloballeaderthatwehavebeenandtheworldneedsustobe.ThetwogoontosayWeneedoureducationsystemnotonlytostrengtheneveryonesbasicsreadingwritingandarithmeticbuttoreachandinspireallAmericanstostartsomethingnewtoaddsomethingextraortoadaptsomethingoldinwhateverjobtheyaredoing.WiththeworldgettingmorehyperconnectedallthetimemaintainingtheAmericandreamwillrequirelearningworkingproducingrelearningandinnovatingtwiceashardtwiceasfasttwiceasoftenandtwiceasmuch.Andsoitseemstomethatitisimperativethatwefocusaspotlightonthewayskidslearntheopportunitiestheyneedtosucceedacademicallyandhowwemightshapeasystemthatencouragesmoreofthemtostayinschoolgraduateandgoontobecomeproductivecontributorstosociety.AsmuchasImightwantasilverbulletforwhatailsoureducationsystemImfullyawarethereisnosuchthing.RevampingthewayweeducateouryoungpeoplewithaneyetowardimprovingachievementlevelswillrequiretheannulMessgTransforminglivesThroughAfterschooA
5knittingtogetheromultipleapproaches.AndaswelookorworkablesolutionsIbelieveweshouldocussomeattentiononthehoursbeoreandaterschool.ForithereisonethingwevediscoveredattheMottFoundationthroughyearsoundingcommunityeducationprogramsinourearliestdaysandmorerecentlysupportingaterschoolinitiativesitsthattheproductiveuseotimespentbeoreandaterschoolaswellasduringthesummermonthsormsanimportantoundationorlearning.BynomeansdoIwishtosuggestthataterschoolistheanswertotheproblemsacingoureducationsystem.Butbasedonwhatwevelearnedovertimeitcanbeanimportantpieceothepuzzle.TheMottFoundationsdeepinvolvementintheeducationfeldhasitsrootsinoursupportorcommunityeducationbeginningin1935.InitiatedasFlintstruggledtogaineconomicstabilityduringtheGreatDepressiontheFoundationsundingorcommunity-basedaterschoolandsummerprogrammingwasbuiltuponcommunitycollaborationandpartnershipeectiveuseoexistingschoolandcommunityacilitiesandcoordinationoservices.Attheheartothosefrstschool-basedprogramswasadesiretokeepkidssaeactiveandengagedinproductivelearningduringthelateaternoonandsummerhours.Thatdesireinpartsparkedourinterestin1996injoiningwiththeederalgovernmentinthe21stCenturyCommunityLearningCenters21stCCLCinitiativeapartnershipthatovertimehasresultedinaprolierationohigh-qualityextended-learningprogramsthatarestrengtheningnotonlylocalschoolsandamiliesbutalsothecommunitiesinwhichtheyoperate.Theinitiativewasconceivedasa1billionprojectbytheU.S.DepartmentoEducationthatwouldbuildona40millionprogramalreadyunderway.ForourparttheMottFoundationbeganwitha2millioncommitmentanda55millionpledgeormultiyearexpansion.AspartothepartnershiptheFoundationundedactivitiesbettersuitedtophilanthropythangovernmentincludingtechnicalassistancegeneratingpublicwillseedingevaluationandidentiyingpromisingpractices.ImportantlyovertimetheFoundationsinvestmentinaterschoolhasbeenocusedonacomprehensivestrategytotakeaterschooltoscaleacrossthecountry.AspartothateortweandtoomanyundingpartnerstonamehavesupportedthesystematicgrowthLAsBESTafterschoolcomputerclassesatGrapeStreetElementarySchoolprovelearningcanbefunandexciting.
6ostatewideaterschoolnetworkswhichhavegrownromninein2002to41todaywithmoreunderconsideration.Theocusothenetworkshasbeenonestablishingqualitystandardsforprogramssharinglearningcurriculumsandbestpracticescreatingnewstatepoliciesandgeneratingadditionalaterschoolunding.Theseeortshaveestablishedauniqueinrastructureacrossthecountryopublic-privatepartnershipsworkinglocallyandatthestateleveltoincreasethetotalnumberoaterschoolopportunitieswhilepreventingthelossothousandsoprogramsduringeconomicdownturnsandshitingpoliticalenvironments.Moreoverbecausethisinrastructureisbasedonpartnershipsitisnimbleandcanmaximizelocalstateandederalresources.Throughtheyearsoursupportor21stCCLChastotaled158million.Atthesametimetheederalcommitmenttotheinitiativehasgrownconsiderably.In20111.154billioninederalappropriationsprovidedaterschoolopportunitiesthrough21stCCLCprogrammingto1.6millionchildrenandyouthinnearly10500schoolsandcommunitycentersacrossthecountry.IndeedwevebeenjoinedovertimebymanyoutstandingundingpartnersincludingWilliamT.GrantNoyceTheDavidLucillePackardandTheWallacefoundationsJCPenneyandtheOpenSocietyInstitute.InadditionlocalprogramsthemselveshaveattractednancialsupportersrangingromstategovernmenttonationalandlocaloundationstoUnitedWays.SowhatgoesonintheseprogramsOvertheyearsIvevisitedanumberoaterschoolsitesathomeandincommunitiesacrossthecountryandoundthatnotwoprogramsareidentical.Programmingvariesandtypicallyrefectstheneedsostudentsandtheiramiliesthecreativityandingenuityotheprogramscreatorstheavailabilityolocalresourcesandvolunteersthatcanbetappedtoenhanceoeringsandotheractors.Thegoalohigh-qualityprogramsistooerlow-incomestudentsthekindsoopportunitiesthatareavailablemainlytomiddle-andupper-classchildrenthechancetobeexposedtoawiderangeoextracurricularactivitiestoparticipateinproject-basedlearningsuchasinscienceandtechnologytoplayorganizedsportstoenjoytheaterdanceandmusictoworkwithtutorsandtondcaringadultmentors.Indeedsuchopportunitiesarebecomingmorecriticalorallstudentsasschooldistrictscutenrichmentandextracurricularactivitiesintheaceoever-tighteningbudgets.Throughaterschoolprogramsstudentshavethechancetoexpandtheirhorizonsandbecomemoreengagedinlearning.InthisFromartsandculturetomathandscienceLAsBESTofersstudentsanarrayoaterschooloptions.
7waytheyaremorelikelytostayinschooldeveloptheirdistinctinterestsandtalentsandachievesuccess.Atthesametimetheaterschoolspaceprovidesanimportantenvironmentinwhicheducatorscandevelopandortryoutinnovativecurriculumsandlearningtoolsincludingdigitalmediaandonlinelearning.Tohelpdeveloprobustoutside-the-boxeducationalopportunitiesorstudentsitisnotuncommontoseestrongprogramsengagewithlocalartmuseumscollegesanduniversitiesbusinessesproessionalsocietieslibrariestheYMCAandYWCABoysGirlsClubsandothersuchorganizations.TogivereadersasenseohowdynamicvariableandeectiveaterschoolprogramscanbewehaveshowcasedsomeoutstandingexampleslaterinthisreportaswellasonourWebsite.WealsotappedtheartistictalentoyoungpeopleparticipatinginaterschoolprogramsinFlintandGeneseeCountytoobtaintheartworkyouseeonthecoverothisreportandthroughoutitspages.MoreoveritisworthnotingthattheMottFoundationhassupportedaterschoolprogramminglocallywithgrantstotaling26.2millionjustsince2000.AsFoundationstamembersvisitedprogramsromcoasttocoastorthisreportandtalkedtostudentsparentsprogramoperatorsandschoolprincipalstheyheardtimeandagainhowaterschoolistransormingthelivesoparticipants.ForinstancetheprincipaloanelementaryschoolparticipatinginLAsBESToneofthenestaterschoolmodelsinthecountrydescribedtheimpactoaterschoolonherstudentsthiswayWhenyouthinkaboutitaterschooladdsthreehoursanotherhaldayolearningtime.Butbecauseaterschoolisnotasstructuredastheregularschooldaykidsshowtheirtruepersonalities.ThedirectoroBigThoughtaprogramorelementaryandmiddleschoolstudentsinDallasTexasputitanotherwayFortoomanyoourstudentsthehorizonisonlyaswideastheycanstretchtheirarms.BigThoughtisdedicatedtowideningtheirworldhelpingchildrenseethevastpanoramaopossibilitiesthroughcreativeactivitiesthatengagetheminschoolaterschoolandintheircommunity.Whatweveseenagainandagainisthatthebestprogramsrecognizethatthehoursaterthenalschoolbellringscanbeacriticaltimeorhands-onindividualizedlearningthatcomplementsandenhancestheregularschooldaywithoutduplicatingit.Strikinglylongitudinalresearchisbeginningtosubstantiatethepoweruldierencequalityaterschoolcanmakeorchildren.Arecentstudyshowedorinstancethatwhenachildromalow-incomeamilyregularlyparticipatesinqualityaterschoolprogrammingduringtheelementarygradestheirth-grademathachievementscoresrefectanarrowingotheachievementgapwiththeirmiddle-andhigh-incomepeers.WidespreadPositiveImpactsofAfterschoolProgramsAmeta-analysisof49reportsof73afterschoolprogramsthatseektoenhancethepersonalandsocialskillsofchildrenandadolescentsindicatedthatcomparedtocontrolsparticipantsdemonstratedsignifcantincreasesintheirself-perceptionsandbondingtoschoolpositivesocialbehaviorsschoolgradesandlevelsofacademicachievementandsignifcantreductionsinproblembehaviors.SourceDurlakJ.A.WeissbergR.P.andPachanM.AMeta-AnalysisofAfter-SchoolProgramsThatSeektoPromotePersonalandSocialSkillsinChildrenandAdolescents.AmericanJournalofCommunityPsychology2010pp.249-309.
