The program goal is to increase public participation and inclusion of minorities in community development in Bulgaria. To this end, Creating Effective Grassroots Alternatives, a Bulgarian nongovernmental organization, will provide capacity building support to local community initiatives working for community change through self-organization and dialogue with local government. More specifically, the grantee will focus on improving public attitudes toward the Roma and strengthening educational achievements of Roma children. Established in 1995, the grantee has been focusing on marginalized and ethnically diverse communities, particularly the Roma, and the capacity and ability of these communities to access local, national, and European development resources. The grantee's past achievements include supporting the development of over 50 community nonprofit organizations in ethnically mixed communities in Bulgaria, facilitating networking and coalition building among organizations working with Roma, and providing input on policy development processes concerning Roma.
