This grant will leverage funding from the Department of Housing and Urban Development to support the creation of a master plan for the City of Flint. The master planning process offers the city and its people an opportunity to collectively chart a future direction for Flint and, through the resulting plan, coordinate communication and decisionmaking around land use, economic development, and private and public investments. The process will also help the city assess and align its organizational and other resources in order to promote the efficiency and effectiveness of public and private development. The grant will build the capacity of the city's planning function by supporting planning staff, and will help the city engage outside planning expertise.
