Research on the Use of Temporary Employment Agencies for Public Clients

This grant will enable the National Economic Development and Law Center (NEDLC) to research the use of temporary employment agencies for public clients. Recent information indicates that public agencies are increasingly using temporary employment services for placing welfare-to-work recipients into jobs. Funding will support research into the prevalence of formal contracts with temporary employment services by state and local agencies for the purpose of serving Temporary Assistance to Needy Families or Workforce Investment Act clients. The goal of the research is to clarify and document these relationships, and identify areas of opportunity for the alternative staffing services field. The project will examine all 50 states to determine the type of arrangements that exist and produce an compilation/analysis of existing data on the use of temporary employment agencies by state entities.NEDLC, founded in 1969, provides technical assistance to organizations working in the field of economic development. It was the first national intermediary to promote sectoral employment as a strategy to assist residents of low-income communities in addressing issues of, and barriers to, employment in regional labor markets.
