About this grant

This grant will enable the Council on Foundations (COF) to obtain expert assistance on public policy issues concerning private foundations as the council works with Congress.The increasing debate on private foundation governance, ethical conduct and effective practices during the past year culminated with the Senate Finance Committee hearings, proposals and special roundtable sessions on the charitable sector. Funding will support consulting services that will provide comprehensive strategic advice on public policy issues related to private foundations before both Congress and the Executive Branch; recommendations based on legislation or regulations affecting the tax treatment or the governance of private foundations; implementation of the strategy through direct advocacy with members of Congress and their staff, and day-to-day monitoring of legislation; and additional services, if needed. COF, established in 1949, is an organization of private, community and corporate foundations whose mission is to promote responsible and effective philanthropy.
