About this grant
The program goal is to improve the quality of life in Russian communities by strengthening community development partnerships between government and citizens. The Siberian Civic Initiatives Support Center will work to see citizens play a central role in the elaboration of community strategic development plans in participating municipalities in the Irkutsk, Krasnoyarsk, and Tyumen regions. It will also seek to further improve the independent evaluation capacity among citizens’ groups to assess progress in achieving development goals. Additionally, it will seek to capture successful cases of effective community governance for replication and scaling. During 2012-2014, groups supported by the grantee participated in planning and evaluation across a range of local issues, including education reform, development of eco-business, and health care delivery, resulting in greater government accountability and improved services. Founded in 1995 and based in the Siberian city of Novosibirsk, the grantee fosters citizen participation and promotes a political, social, and economic environment recognizing the value of civic initiatives.
