About this grant
The project goal is to increase the capacity and motivation of young people to promote the accountability of local government in Russia. InEcA-consulting will work in two communities in Western Siberia to strengthen the understanding and use of effective techniques to engage citizens in local government decisionmaking. The grantee will also work with the Novokuznetsk branch of Kemerovo State University to develop an accredited course on public participation for students and local officials. In 2009-2010, InEcA-consulting fostered the development of youth networks in three regions which, in turn, worked closely with local authorities to develop strategies to address environmental and social issues within their communities. Established in 1995 in the industrial and mining region of Kemerovo in Western Siberia, the grantee promotes efficient environmental management practices and effective public participation procedures. It operates in conjunction with Information Ecological Agency, which implements civic engagement and environmental information projects on a not-for-profit basis.
