About this grant

The Bipartisan Policy Center has a solid reputation among Washington, D.C., thought leaders as a credible source of information, analyses, and policy recommendations. They have extended that reputation into the infrastructure space and are regularly sought out for expertise on water. Previous support from the Mott Foundation has enabled the grantee to elevate discussion about a federal role in water infrastructure upgrades and the critical issue of water affordability. While progress has been made, awareness and action to address these problems still fall short, even though nearly every city and town in America is affected. With this grant, the Bipartisan Policy Center will begin to catalog water affordability strategies nationwide and explore the potential of a federal affordability program based on an energy-sector model, the Low-Income Home Energy Assistance Program. Such a model holds promise as a potential solution to assist residents of cities in the Great Lakes region.
