About this grant

The program goal is to support access to justice in small communities in Ukraine by strengthening local justice institutions. The Charity and Health Foundation will work with newly amalgamated communities in territories of southeast Ukraine to help expand practice and understanding of community-based policing, with a particular focus on improving juvenile justice practices. The grantee will also research, monitor and broadly publicize local experiences of how new models of community-based justice are improving lives of citizens and how they can positively inform wider law enforcement reforms. During 2019-21, the grantee produced over 300 online and offline publications detailing community justice practices and highlighting deficiencies in juvenile justice provisions in rural communities. The grantee also produced further material on community policing for inclusion in the curriculum of Ukraine’s leading institution for police training. In the wake of Russia’s illegal invasion of Ukraine, the Charity and Health Foundation will gather and distribute information about successful community organizing aimed at providing community safety and accessible social and legal assistance.
