The project goal is to: (1) support democratic governance and strengthen democratic political institutions in Armenia, Azerbaijan, Bulgaria, Georgia, Moldova, Romania, Turkey, Ukraine, and parts of Russia; and (2) advance cross-border cooperation in this region with the aim of promoting political, social, and economic development necessary to ensure long-term stability. To achieve these goals, the grantee will set up a grantmaking fund, called the Black Sea Trust for Regional Cooperation, which will operate as a project of the German Marshall Fund of the United States through an office and small staff in Bucharest, Romania. Over its first three years, the trust anticipates an average grantmaking budget of $2 million per year. The trust initially will be supported by the grantee, the United States Agency for International Development, and the Mott Foundation, with the goal of attracting other donors to the trust over time.
