About this grant

The program goal is to increase civic activism and community engagement in Ukraine. Civic Network OPORA will work to strengthen regional networks of citizen activists throughout the country who can engage effectively in both regional and national advocacy campaigns and public monitoring activities. Key advocacy topics will include provision of housing and communal services, improved local government transparency, and an antitobacco campaign. The grantee will continue its monitoring of recently introduced independent university entrance tests and subsequent enrollment procedures. It will conduct nonpartisan long- and short-term public monitoring of upcoming presidential and parliamentary elections. In 2008, it initiated a coalition of 50 nongovernmental organizations to advocate for housing reform and oversaw a national effort to monitor standardized university entrance exams. Established in 2006, Civic Network OPORA has conducted a number of successful local, regional, and national public-interest campaigns on issues ranging from local historic preservation to national health promotion policy.
